Rang Undang-undang Strata 2012 perlu diluluskan

KUALA LUMPUR 16 Okt. - Syarikat perunding dan penilai hartanah, Rahim and Co. Chartered Surveyors Sdn. Bhd. menyangkal dakwaan bahawa sekiranya Rang Undang-Undang Strata 2012 diluluskan akan mengakibatkan lebih 80 peratus Badan Pengusaha Bersama (JMB) atau Perbadanan Pengurusan (MC) akan bankrap.

Menurut syarikat itu, sebaliknya rang undang-undang itu perlu segera diluluskan.

Pengerusinya, Datuk Abdul Rahim Abdul Rahman berkata, hal ini disebabkan rang-undang baharu itu akan memastikan supaya bangunan-bangunan tinggi di negara ini diurus oleh pengurus-pengurus harta yang bertauliah dan berdaftar.

Katanya, tidak timbul soal monopoli oleh pihak-pihak tidak bertanggungjawab kerana pengurusan hartanah adalah merupakan satu bidang profesional, sama seperti bidang lain.

Pada masa ini, Malaysia mempunyai 915 pengurus harta yang berdaftar dan 69 buah syarikat pengurusan hartanah.

Hampir kesemua pengurus hartanah ini merupakan ahli pertubuhan Juruukur Diraja Malaysia (yang ditubuhkan pada 1961)," katanya.

Beliau berkata demikian kepada Utusan Malaysia dalam satu temu bual menerusi e-mel di sini hari ini.

Abdul Rahim mengulas kenyataan Presiden Persatuan Pengurusan Bangunan Malaysia (BMAM), Dr. Ir. Teo Chiang Kok mengenai Rang Undang-undang Strata 2012 yang dikeluarkan akhbar Utusan Malaysia pada 9 Oktober lalu.

Chiang Kok meramalkan lebih 80 peratus Badan Pengurusan Bersama (JMB) atau perbadanan pengurusan (MC) bagi kediaman di bangunan-bangunan tinggi Malaysia akan bankrap sekiranya rang undang-undang pengurusan strata diluluskan kerajaan.

Menurut Chiang Kok, keadaan itu boleh berlaku kerana pindaan undang-undang baharu itu telah menetapkan hanya syarikat-syarikat penilai hartanah berlesen diberi hak eksklusif menguruskan hartanah atau bangunan tinggi di negara ini.

Beliau berkata, perkara yang dibimbangi BMAM adalah syarikat-syarikat penilai berlesen itu langsung tidak mempunyai kepakaran dalam pengurusan bangunan tinggi.

Malah, syarikat-syarikat tersebut dijangka melakukan Ali Baba bagi tugas pengurusan tersebut kepada JMB atau MC dan ia hanya menguntungkan syarikat penilai hartanah itu sendiri.

Tambah Abdul Rahman, rang undang-undang tersebut mengambil masa tiga setengah tahun untuk disediakan oleh para pegawai Kementerian Perumahan dan Kerajaan Tempatan, Pejabat Peguam Negara, Majlis Peguam dan ahli-ahli profesional yang lain.

Malah, katanya, rang undang-undang itu tidak perlu dipinda semata-mata untuk menjaga kepentingan segelintir individu yang mempunyai agenda persendirian.

Pengurus hartanah haruslah mempunyai tatacara kerja yang dikawal selia dan berdaftar dengan pihak berkuasa tertentu supaya kepentingan empunya harta terjaga,’’ ujarnya.

Please I apologize using this medium to reach you; I am Engineer Emmanuel Kofi, Assistant Director of Ghana Civil Aviation Authority (GCAA), and also the chairman of the in-house committee that vetted the various bids submitted by various contracting firms for the expansion/renovation project of all the International Airports in the Republic of Ghana.

The eventual winners of the bid and executors of the projects had a secret pact with me, to inflate the contract/project cost to the tune of US$18.5 Million Dollars (Eighteen Million Five Hundred United State Dollars) as my gratification for assisting them win the right of execution of these contracts/projects. The contractor had since completed the contract, and job-completion certificate duly awarded to them. Furthermore, their payment has also been fully made to them leaving behind the sum of US$18.5 Million Dollars meant for my gratification which was packaged as family treasures and deposited in one of the security companies here in my country Ghana with a fictitious name to avoid trace.

The problem now is that, as a senior civil servant, I declare my assets annually which I, in turn submit to the civil service commission and the state security service for investigation and clearance. As such, there is no-way that I can defend the US$18.5 Million Dollars (Eighteen Million Five Hundred United State Dollars) as an addition to my assets for the year without implicating myself and destroying my impeccable records achieved over the years. Above all, the civil service "Act" prohibits every civil servant in my country from operating a foreign account while still in active public service. Also, I cannot rely on my fellow Ghanaian to assist me in claiming this fund without exposing myself, and losing claim of the fund.

Therefore, I need your assistance as a foreigner to cooperate with me and front yourself as next of kin to the depositor of these luggage's and claim them from the security company where they are deposited and take 40% as your reward plus cost.
